Governance

Britain's governance challenge is not simply one of bad policy — it is one of institutional resistance. Tax-advantaged bodies, foundation-funded intermediaries, legal charities, and a pliable regulator combine to frustrate elected government in ways that are poorly understood and inadequately scrutinised.

CCR's Governance workstream examines the mechanics of this system: how it is funded, how it operates, and — crucially — what legislative and regulatory reform could meaningfully constrain it while preserving legitimate civil society activity.

Areas of Future Work

  • 01 Reforming the Charity Commission: making the regulator fit for purpose.
  • 02 Foundation funding networks and their role in coordinated political advocacy.
  • 03 Public interest litigation: accountability gaps and legislative remedies.
